When someone doesn't know they are attractive it makes them more attractive?

I've seen the above line thrown about randomly when complimenting guys and sometimes girls. This is a random post btw but it's made me wonder... how can you tell if someone doesn't think they are attractive? Obviously there is insecurity but we know that isn't attractive. Never understood this.
