Anytime you want. One day you'll get so many numbers, you won't ever be capable to adhere to silly rules of "wait 3 hours, wait 2 days, wait a week".

If you had fun with the woman, you text/call her, and the earlier the better. As long as you don't text too much and get a new meetup fast, it doesn't matter when you contact her.

One tip, though, don't text/call them when they're hungover (eg, the morning after you meet them), for obvious reasons.

As soon as you get their number to establish a solid identity instead of "who is this random number?" - and then whenever you feel like it, within reason.

When I get a girls number I send them some random emoji (if they have an iphone), its an icebreaker in some sense and is better in my opinion than just saying "Hi this is tacosrtasty"

It's actually better to text the girl either right away or the next day, so that she remembers who you are. A solid first text could include a joke about something from your encounter.
