I try not to quite Mean Girls more than I have to, alas. "Halloween is the one night a year when a girl can dress like a total slut and no other girls can say anything about it."

Girls like to be told they are sexy when they are trying to be (and most women try to be as sexy as possible on Halloween, because they are judged less than any other day) add copious amounts of alcohol, and a dash of low self esteem can get pretty crazy.

Plus, costumes = half way to role playing already.

The good looking guys will be hit on/girls will like them

This is a limiting belief for any time of the year, but it's especially damaging on Halloween. I mean fuck, you get to be WHOEVER YOU WANT TO BE and it's socially acceptable even if you don't necessarily have the balls to be that person on any other day. Looks don't matter. Attitude does.

It's easier to open, which is the problem for probably half of guys, and there's less ASD, which is the problem for the other half.

Plus, with a cool costume you can get opened. It's a chance to peacock if you're otherwise uncomfortable doing so.

Two reasons: 1)Everyone is in costume so there's less concern about physical looks. People are judging costumes rather than looks. You'll see the girl rocking the amazing slutty teacher costume even if normally you'd look right by her in street clothes.

2)Halloween is kind of like New Years. People have a certain mentality about Halloween being a hookup night. There's also a TON of people who are out so your odds are better.

It gives girls an excuse to dress slutty. Therefore, giving you an more open opportunity to say, "I can see your whole body except the best parts. Show me the rest." or something along those lines.
