Yes, it happens. My observation is it especially happens when you're like "oh boy, I can't believe I'm going to date this girl". I have two suggestions:

You will get flaked on by tons of women. That's why people like to say "it's a numbers game". 9 out of 10 interactions with a woman won't lead to anything.

Stop asking women out. Just tell them to shoot you text and if they say "I don't have your number" then give it to them but let them initiate.

Something like this happened to me too but this one took the initiative and my phone number (so she was the more interested one) and we agreed to go hiking, then gave me an excuse and wanted to replace it; we kept texting but I felt that she was not flowing that well and I left her on seen.
Girls are this way, we like it or not, I really hate that but it is what it is.
Damn. Do they pretend to like someone for kicks and giggles?

Has happened to a lot of guys. Just keep it moving. She isn't worth it. If she doesn't want ti be with you, then leave it at that. Their is always someone willing to go on a date.
