The article mentions that women are 3 times more likely to be arrested, but makes no attempt to explain this phenomenon and instead trots out unrelated statistics in an attempt to imply that the arrests were unjust.

What the article does not mention is the possibility that women are proportionally more likely to be arrested because female-instigated abuse is only reported to the police in extreme cases, or simply that a greater proportion of female-instigated abuse warrants an arrest.

This article is indeed propaganda at its finest. Great submission.

Does anyone who thinks this is propaganda want to compare what the study says and what the article says, and then show if the article distorted what was in the study?

All this article does is state facts about a report and other related studies. It's called reporting. You can disagree with the report all you want, but this article is just presenting the report in an easy-to-understand manner with some related statistics on the side.

You only think that the article is propaganda because you disagree with the study that the article is reporting on.
