I think it has to do with the inequality of showing off one's "fun bits". It's acceptable to bare a portion of a woman's breasts in a professional area, but unacceptable for a man to show off any of his.

If we're talking about sex organs then no, it would not compare.
The breasts are considered a separate region then that of a man's chest.

There was Rosario Dawson, at the independent film awards, who grabbed what's his names balls because he was grabbing Eva Mendes' boob. Never heard anyone question that "trade".
But if you like just consider the typical office wear a man shows of half his chest (not even close), wears skin tight clothes, and shows if most of his legs and nearly his ass.

Well, we are biologically different, aren't we? Breasts are sexual organs, and are not really comparable to the male chest. But what do men possess as sexual organs? Well, the penis and scrotum. Hence this comic.

They actually aren't though... but I think what you're getting at is our society has sexualized breasts, which is true. And it's kind of silly. But we've also put breasts on a lower level than our actual sex organs, which is why movies often so breasts but rarely show anything below the equator. And we've even made the areola and nipple the dividing line between what is acceptable and what Nancy Grace should never, ever expose for the love of god.
The whole thing is pretty silly.

It's freaking brilliant. In discussions about "when is it ok to look..." I always try to bring attention women's agency in wearing revealing clothes. That type of sexual expression forces everyone to see their "bits" and it isn't always desired or appropriate.
But people are nearly oblivious to women's potential to offend others by showing themselves, and can only focus on the potential for women to be offended when get looked at.
This commic is a great way to challenge that attitude. (And just to clarify women can be offensive by inappropriately revealing themselves in a professional setting or around kids. They can also be offensive when they are very unattractive.)
The point is, if women.can show anyone their bits, willing or not, it would be stupid to say who men can and can't look at

disagree. Pubic region down there is treated as equally, if a women came to work showing her vagina she'd get the same treatment as the guy in the comic. Now chest area is complicated. Showing cleavage is acceptable but then again is more acceptable for a man to be shirtless everywhere else, beach, TV, walking around on streets. People shame females for showing their breasts. Like they are evil when they are used to feed babies. Luckily now in a few cities and states they let ladies go topless, others it's kinda illegal. but they are allowed low cut shirts...

But I think it also plays on sexuality, men are more open to sexuality then women are, so are less likely to be offended if a woman is showing herself off.

Maybe it's not so much the degree to which a person of a particular gender is open to sexuality, as to whether their sexual arousal derives more from observing body shape versus observing behaviour.
