If you're losing weight, typically, you work out to maintain your current muscle mass while losing fat. So, basically and in general, you don't gain much muscle while losing weight. The idea is to cut calories below maintainence while working out to lose fat, and then add calories over maintaince while working out to add muscle. So it goes in a cut/bulk cycle.
