Easy. Demonization of male sexuality, and sexual double standard. Mrs. Claus would have gotten off scot-free for seducing a confused and immature 15 year old boy. But a man gets involved with a 15 year old woman who's far more mature than a 15 year old boy and he's the bad guy.

So basically, even though adolescent boys are far more vulnerable and immature than adolescent girls, only adolescent girls are "protected" from "evil older men". Meanwhile, little boys who are raped by older women have to pay child support. A clear double standard. The truth is a 15 year old woman is NOT being taken advantage of by an older man.

I disagree with your definition of woman. Yes, they become fertile. Yes, in some cultures, especially older ones, they would be considered a woman. But by many modern day definitions, menarche is not the mark of adulthood. Consider that there are some females who enter menarche when they are in their single digits. These girls are by no means women. On the opposite end, there are some females who don't hit puberty until they are well over 18 years old. Very rare and often related to some genetic disorder, but an 18 year old pre-puberty female is far more an adult than a 8 year old who has finished puberty.

Now, as to the point that women are more developed, there is a bit of truth to that, especially when you measure the final marked development of the human brain. Females finish at around 25, males around 28. Of course, even these are averages and it is far better to look at each instance on a case by case basis.

A woman who has hit puberty doesn't mature mentally significantly after that point, so she is an adult as much as she'll ever be. Still, women can be rather silly, so that's why it's best to have the father be responsible for keeping her in line.

There's no point in discussing the rare cases where an 18 year old doesn't hit puberty. A 15 year old who is trolling for sex chat on the internet has hit puberty.

Females finish at around 25, males around 28.

Citation? These seem like mainstream propaganda numbers that are based on the fact that we coddle people today and treat them like children well into their 20s, rather than any actual physical brain development.

So a young child who has hit puberty will be a mentally mature as they will ever be? I doubt that.

One thing you have to remember is there are really two different ways in which the brain matures. The first is myelination, which is a process which increases the speed at which a signal travels down the nerve (it also has many other effects on individuals nerves, but this is the basic explanation for what it does). The second part of development is the organization (and to a large extent, extinction) of neural cells. During our childhood, after the first couple years, our nueral cell count goes steadily down. This relates to increased maturity and knowledge because of the actual network matures, often times cutting off nerves and connections not needed. To a large extent, real life experienced plays a major role in what nerves are or are not cut and what patterns are formed. This is why if you were to take identical twins, place on in a culture that coddles people well into their 20s and put the other in a society that expects you to be living and contributing as an adult by the age of 15, you will find the 15 the twin in the second society to be far more mature.

Puberty is but one part of a very complex process of growing up, and the brain has a lot of development it does with little respect to puberty. Perhaps we will find that a child who hits puberty at 5 has certain parts of the brain development begin significantly earlier than one who has puberty hit at 15, but puberty is not the end mark of all maturation.

Another bit to consider, not counting maturity, are females who can become pregnant while a pregnancy is still significantly disadvantageous to them. For example, consider the world's collection of young mothers, many of them who do not have body structures capable of safely supporting children (some are able to survive without much ill effects, but others suffer major problems that are very rare in child birth by older females).

Edit: PS, I'm not the one down voting you. I don't down vote people who are willing to have an reasonable discussion, even if they disagree. For me, down votes are a way to hide things that contribute no value to a discussion what so ever.

This is probably a large part of the problem. Has a 25 year old woman really significantly matured mentally beyond a 15 year old woman? They might have memorized a bit more information if they attended college, but it's very unlikely they've gotten an education that would actually stimulate any true learning or strengthen their ability to think. In western culture they are still coddled, they are still taught they are princesses who can do no wrong, and if they mess up they know they'll not face the consequences of their actions. How does a mind mature significantly in such a state? Do I really think an 18 year old female is significantly more mature than a 15 year old female? Heck no. So the point is that the mental maturity argument against sex with pubescent girls is a false one.

I suspect research comparing the male and female brain would also find differences such that the male brain continues to mature at a more rapid rate for a greater period of time than the female brain. Based on what I've seen of men and women, it certainly seems that way, but perhaps it has more to do with women's coddling. But we know there are biological differences in male and female brains, so I suspect there is a biological factor. After all, men's and women's roles were vastly different in the past, and there would have been very little necessity for women to mature greatly mentally past puberty. I'm not so sure. This document indicates ages of consent of 12 in the 13th century and 10 in the 16th, ages below which pregnancy would seem unlikely. From this it seems early statutory rape laws were meant to prevent sexual assault of actual children, and only recently were warped to prevent consensual sex with pubescent females.

The document also states:

In the 1890s, statutory rape laws were changed in virtually every state. A coalition of feminists, religious conservatives, and white working-class men's organizations lobbied together to raise the age of consent. Workingmen joined in this cause generally because the crime was constructed as one of middle-class men preying on working-class women.

So perhaps statutory rape law was originally intended to prevent child sexual abuse, but was later taken advantage of by a coalition of advocates against male sexuality.

Men back then were concerned with the age of consent reforms, because:

men of any age who were expressing their "natural" sexual desires would be punished for engaging in activity with willing and sexually mature young women.

Which is exactly what has resulted.
