this is a huge problem in the navy, i've been in the navy for almost 9 years and i've seen this plenty of times, women get drunk underage get busted, claim they were raped, the "alcohol related incident" goes away and so does some poor young male sailor (for rape and for the alcohol related incident) ... i've heard a woman say she was raped and thats why she got the DUI because she was fleeing her attacker and didnt have time to call for a cab ... when in reality she got into a drunken fight with her boyfriend and decided to storm off in her car ... boyfriend charged with rape so she could avoid getting kicked out of the navy for DUI and losing rank ... for women in the navy rape has always been a "get out of jail free card" because the navy takes rape so serious after all the scandals at the navy academy in the 1990's but now its coming back around and im glad they re-vamped the program, there is still some ways to go, the new instruction says "alleged offender" it used to just say "offender" and i threw a holy fit about that to anyone who would listen. still its a step in the right direction to ending this culture of "im a victim so everything i did wrong is forgotten".

When I attended the USNA, we had a female plebe accuse five upperclass midshipmen in my company of rape, after she was caught out drinking (not allowed) and in civilian clothes (not allowed). Four of the midshipmen were separated; the plebe was allowed to stay despite a flagrant violation of the rules.

A little over a year ago my entire ship had mandatory training taught by NCIS who told us "if you take off your own belt, it's not rape", "if you cuddle afterwards, it's not rape" and "if you eat breakfast together the next morning, it's not rape"

edit: Also, "if you call them the next day its not rape...so make sure you call them."

in the Air Force, we have something called "Bystander Intervention Training." Men and women are separated and we are "taught" to recognize the beginning signs of sexual assault, and "teaches" us how to intervene in those situations.

However, in the male group, we were basically taught that all sexual assault is our fault, whether or not we have been drinking.

This was a very very very common similar issue when I was in the Army. We watched so many EO videos (is that male-shaming?) that I certainly think this actually just puts the thought into some of their heads.

Hell even in basic, we had some girl try to get a drill sergeant in trouble as some sort of revenge, so that nutcase basically said "Fuck it, if your female you bring yourself and 4 battlebuddies if you need to address me."

The accusation itself we were taught can ruin your career, as even if your acquitted, the investigation/incidence is still noted on your service record. Why even do that?

I was stationed at the Yokosuka Naval Hospital, Japan (HM3) in the early 90's a female Corpsman that worked in medical records went home with a Marine she met at the enlisted club. I don't remember the specifics other than she wanted him to fuck her in some bushes near our barracks and he wouldn't do it. She reported a rape and base security put an alert out on the base CCTV system. Eventually this Marine turned himself in and was arrested. The girls story kept changing and she confessed to the false claim and ended up in the brig and then dishonorably discharged.

Personally, I think that a large amount of rape claims in the military are false. The number of rape cases is insanely high, yet in my experience, I've never felt in danger around guys from my ship/unit. Although there are obviously some true rape cases, I've always felt that there are enough good men who would intervene and beat the shit out of any guy who crossed the line.
