I go to a college gym. There is frequently a man who spends ~1-2 hrs in the locker room and masturbates. He has followed me and others around the locker room while touching himself. I reported this to the police, once before. Their response was to put signs up saying "inappropriate behavior will be reported to the police". I happened to see him today and ran over to the police (next door) and told them if they went in they would likely catch him. They didn't go/care.

My male and female peers think its a humorous situation. One woman suggested I join him. I feel that if there were women involved people would care a whole lot more. Moreover, there may be under aged freshmen in the locker room. What recourse do I have? Is this actually not a serious situation?
