I would say the title is misleading, because the "war" is targeted at organizations and movements that undermine women's rights. Men's rights groups are mentioned in passing, but simply grouped together with others. MRAs are not singled out. If anything it's more a war on tradcon lobbyists and politicians.

I don't see anything. Most of page 11 refers to the state vs women's groups:

During the last decades, research on the role of women’s movements in the advancement of women’s rights has devoted a central role to movement-state relations...In the current context of governments with an openly anti-gender equality position, which makes partnership between the state and women’s movement organizations difficult, this assumption of the benevolent state needs to be amended or at least reviewed

The only other group they mention is a vague reference to "anti-gender groups"

It pays no systematic attention to anti-gender movements and their claim for representation within policy processes concerning gender equality issues, and what such claims do to the relationship between the state and women’s movements.

Anti-gender groups are not men's rights groups. And they certainly don't do anything near declaring war on them. Meanwhile if you look at the specific examples they include, none of them refer to men's rights movements:

In Hungary, the gender equality machinery was dismantled soon after the governmental change. Prior to 2010, a small and relatively marginal yet operational Department for Gender Equality existed within the Ministry of Social and Labour Affairs. The new Government downsized the department and its portfolio to ‘policies affecting women’ and transferred it under the Deputy State Secretary of Family and Population Policy in the Ministry of Human Resources. Currently, the body concentrates primarily on the role of women as mothers within the family and their motherly responsibilities.

Since MRA's don't typically focus on undoing women's rights legislation and replacing it with traditional gender roles, they are not criticizing MRA's.

so supposedly, there is a growing backlash against women's rights, is the same nonsense, pro life activists are demonized as wanting to oppress women for wanting baby murder to be illegal people who oppose gender biased female-centric domestic violence laws and just want equality for male victims are being portraited as ''evil monsters who want to legalize violence against women'' they are demonizing father's organizations for ''committing the crime'' of wanting fathers to be treated fairly instead of being alienated from their children and exploited as bank accounts nationalist and religious groups are concerned about low birth rates as we all should, the west will collapse without a sustainable population growth, we have an aging population due to low birth rates and increasing life expectancy, this is unsustainable, the growing eldery population is welcomed but the deteriorating child population is scary, is really sad seeing mra allies siding with terfs.
