Will she agree on couple signatures for a joint filing with notice waiver? (this should be easy if there is no money dispute). She can sign from India. Once you get these signatures, you can simply file joint without notice to her and get the divorce completed in 3 months, else there is a lengthy process for default divorce

As you both are USA citizens, the terms of the divorce should be governed by the laws of your state of domicile. The fact that she has moved out of the country does not mean she has given up her US place of domicile. Most states have procedures to enact the process even if one party refuses to sign documents, I believe.
