Female criminals are the biggest victims:

"We know that many offenders are amongst the most vulnerable people in society andthat these vulnerabilities can often contribute to their offending behaviours or howthey engage and respond to interventions.1,2 Female offenders can be amongst themost vulnerable of all, in both the prevalence and complexity of their needs. Manyexperience chaotic lifestyles involving substance misuse, mental health problems,homelessness, and offending behaviour – these are often the product of a life ofabuse and trauma."

I agree but the same logic holds for men. The lowest and poorest commit most crime. But we don't want to pay for real reform and especially not reform for men.

Furthermore in the UK male victims of sexual or domestic abuse are now being defined as "victims of violence against women".

Does this apply to female tourists and foreign students and workers as well?
