A meta study in 2006 by Philip N S Rumney suggested a figure somewhere between 8% and 11%. [Cambridge Law Journal, 65, 128-158]. However, this is biased downwards, because of the need to determine falsity through evidence of absence and not absence of evidence. Seventeen of the 25 studies in Rumney's report had allegation rates between 10% and 47%.

Good article. Feminists like to argue only the false (proven false) reports are untrue allegations, but of course most of the baseless allegations are also untrue, which feminists and others completely omit counting.

They are essentially hiding behind the legal definition of false meaning proven false, but if course there are many additional “false” allegations that dint meet the official legal criteria of false.

So using his counting method 50% of allegations of rape are probably false? That's what it looks like to me but you have to go to the end to find it. Very strange.

A baseless case is a case that does not meet the legal criteria for the crime, but it was determined the accuser did not deliberately lie about the alleged rape.

This is from one of their initial definitions, and I was about to write an entire paragraph arguing that these cases classified as "baseless" must not be separates from false allegations, but it's a good thing I read to the end of the abstract, where they say:

Finally, baseless allegations should be classified as false.

Looks like they get it. This looks very interesting, and they make a good point about the inability to judge the rate of false accusations by relying on investigations whose "goal is to determine whether or not there is sufficient evidence to prosecute". That methodology of focusing on prosecution – and not on evaluating the falsehood of the allegations – will always seriously underestimate the prevalence of dishonesty among accusers.

Really important distinction. Not seen it made this clearly before. This will be incredibly helpful in future debates, as will this research.
