The following advice I'm about to give you is all you need in your situation.

Never expect a woman to approach you. It's not happening. You say that women in your country are conservative so if you feel nervous to approach then she sure as hell feels 10x worse.
Approach her casually. In a situation like yours, you don't have to state your interest directly. She obviously likes you already, so all you have to do is just start a conversation and move things forward slowly.
You can approach her with a compliment such as "I like your shoes" or "hey, I like your laugh." Whatever bullshit comes to mind. You could comment about how she laughed at your expense, for example: "Hey, you know what I noticed about you? You were laughing harder than everyone when the teacher made that joke." And build it from there. The point is: Keep it casual and just start a conversation.
Be physical to stay out of the friendzone. As mentioned earlier, don't show intent, don't say she's cute, don't be direct. Just have a chill, fun conversation. Its enough just to tease her a few times and be a little touchy. Teasing example: "You look nice and sweet but I bet you're trouble deep down after you made fun of me in class like that ;p" Be casual with your touching on her shoulder, don't be too sexual.
Finally just move it forward. You don't have to ask for her number since you see her all the time. Just invite her to have lunch with you during a break or whatever and slowly build up to asking her to hang outside the institute.

Once you're hanging out one on one, outside, then you can make your move.

Casanova slept with nuns bro. Conservative environment might as well work for you. You doing something that bold because of her might as well make you more attractive in her sees.

Also if you're in a so called conservative country then most likely girls would never do the approach.

Basically it’s your job as the guy to approach. Girls will almost never do it. It definitely sounds like she likes you so the good news is that you don’t have to do anything special to attract her, all you have to do is start the interaction so nature can take its course.

There is never a perfect time to go up to her. It will always be nerve wracking, there will almost always be a chance of embarrassment. But that’s what makes it so awesome. It takes balls to go up to a girl that you like.

So next time you see her in the hallway, just grab yourself by the sack and go up to her. Start a conversation like “Hey Rachel what do you think about that class we’re in? Haha Yeah it’s pretty crazy how the teacher says umm so much…” just keep talking, sometimes if the girl is shy you have to do 90% of the talking for the first few minutes.

She’ll probably be with her friends which is fine. They might give you shit for coming up to Rachel but if you just laugh it off and keep talking and having fun like it’s normal they will back off.

If it’s between classes and you only have a few minutes, walk together to the next class as you’re chatting, you don’t have to make any big direct moves right away, just establish some playful banter in-between classes. You don’t want to be clingy so talk to other people too. But after chatting with her between maybe 3/4 classes (might be a day or 2 but that’s fine), straight up ask her out or ask for her number and then ask her out over text.

Remember, this girl likes you so she’s waiting for you to make a move. She’s rooting for you so don’t disappoint her and do it!
