I like it. This way you are not really kissing her, yet you signal that you would like to do so, which plants the idea in her mind.

Still, it might seem strange I think, because if you kiss her you could also just do it right instead.

I see it as a good move, as it gives her a prior indication/warning that you may try to kiss her on the lips. Kissing on the cheeks isn't as big a deal for most women, so by first kissing them on the cheeks it may act as a way to prepare her and get her in the mood for a k-close on the lips. Plus its a good way to get your lips closer to hers without surprising her.

At least this is my view on it.

Just to for the kiss. Just do it. It's either a yes or a no. I usually grab their chin and do it.
