Don't be mad at yourself, pushing yourself to talk to a stranger can be like being on a diet and trying to eat healthy. Its so easy to make the easy decision and live an unhealthy life, but when you push through that emotional flinch and just get outside your head, amazing things can happen

Hey man I can tell you, as a guy who did about 80 + approaches in the middle of the day in various conditions (not a big number, just a representation that I have some exp). You WILL always look back and beat yourslef over what you DIDN'T do, not what you DID and failed. Sometimes the best thing to do is use what you perceive as a block - to start a convo. For example...(taking into account that she is kinda interested)
She is wearing headphones - Hey, what'ya listening to? Smile. She is doing her phone things - Hey I heard that phone sucks... Smile. You are feeling blank (writers block is often relieved by writing just bullshit until it makes sense) - Hey I just forgot what I wanted to say. Smile.
With a right attitude relaxed and positive you can pull it off. Keep approaching.

I've missed many bus opportunities psyching myself out, I've had very embarrassing opens, too. I've had more success at bus stops for whatever reason. It's all part of the process.

You know what's the cause of this. Damn technology. Everyone is too busy on their phones and music they forgot how to communicate. Something that humans have been doing for ages.
Source: I went to a old city with a majority of the residents being old. Everyone there is so inviting and says hello, hi how are you doing to everybody. Most people there are too old to bother with smartphones.

You are full of fear, that's why you haven't talked to her. Ditch this fear, ignore what you feel in that moment and just act on it. Just command yourself like a robot "Go to this girl and say hi" and execute that command. Otherwise, these moments will haunt you for the rest of your life believe me. The haunt is incredibly much worse than any other oppresive feeling or fear of rejection you have in that moment.

If you do the same routine, maybe you'll see her again, she could have been returning home from work. Or maybe just wait for her at the station where she got off sometime.
