Generally, when she tries to make alternative plans then she's still keen.
"Sorry I can't make it tonight, can we do tomorrow night instead?"

Otherwise it's a maybe.

If she flaked on you in the last minute, just say something along the lines of "That's ok, I'll find some other dork to hang out with".
Then give it a day or two to see if she replies. If she doesn't, maybe try again.
Others will call girls out on it and tell them to be respectful of their time. But then the girl may have a legitimate reason, you have no idea what's going on in her life.

Remember - don't be reactive or outcome dependent.

Ignore it. Move on to the next one. If it was a legit excuse, she'll get back to you.

Seriously, I know a girl who has flaked on me multiple times like this. Last minute text to cancel, cancels plans if I try to confirm them. Regardless of if her excuse is valid or not, you should not try to immediately make follow up plans. Give her space and let her initiate contact with you, which she will do if she's legitimately interested. If she isn't she's just too nice to not give you a flat out no when you made the plans. Also, if a girl says maybe, or doesn't give you a definite yes, you might as well retract your invitation. You want to make it seem like you're not affected, if you choose to text her back, I'd suggest saying something like "that's ok, I'll go with someone else." You're unaffected and you have an abundance mentality. Girls can sense when they are your everything, and when that happens they immediately lose interest.

Edit: Didn't mean to make that sound like a bitch statement. Just make it seem like you have other options, which you already should.
