Well remember texting is a means to an end. "Text Game" is about getting something set up as quick as possible, your life is too interesting for you to be spending too much time texting someone on your phone. Ideally you should of have tried to have tried to setup a date that night but back to the situation at hand. What to keep in mind

You have an interesting life. You don't need to text her for entertainment
Your texting should have the purpose of getting a date or "informing her of the privilege to hang out with you" so the timeline of when you text her should match up with what would be the appropriate amount of time for her to plan on going to an event with you. It should be something that you would do without her and she's welcome to come along, so it may just be another night on the town.
For the love of god don't text "Hey." Don't send any text that are open ended, keep them at something she specifically has to respond too and don't answer her back too fast.

generally so long as they are interested in you it doesn't really matter, and not every girl gets that drunk to start forgetting stuff, not even most imo. if she did forget due to being drunk it's prob not worth chasing it up. She could also be lying as some people do, using alcohol as an excuse for whatever, eitheway still not worth pursuing.

I'd say though wait at least a day, no point hitting someone up right when you've just finished talking to them about an hour ago

Timing is a lot less important than content. It could be ten minutes later or a week later.
