It's hard to tell you what's wrong without actually watching these interactions. But what I can say is that there's a lot of factors that you need to consider. Your body language, tonality, facial expression, your fashion sense, and your looks all can make a difference. They don't mean to, but girls (and really all human beings) will subconsciously make snap judgments about you based on all those things. If there are weaknesses or incongruencies in there, they will pick it up and it will make them uncomfortable.

Additionally, you need to stop assuming that 75% of women find you creepy. Seriously, I highly doubt that 3 out of 4 girls you talk to find you creepy, and even if they do, they're not gonna make you feel that way unless you're seriously doing something wrong. While it's true that you can probably work on some things (we all can), I'm willing to bet that a big part of it is all in your head.

haha they tell me this shit all the time. I either say "so what else do you like about me?" or "yeah, that's why you're here talking to me and not no one else..." or most of the time I just remain non-reactive because frankly my dear, I don't give any shits. The secret is.. there is no secret. just be confident in yourself and carry yourself in a way that shows it.

Do something stupid/funny but not offensive or down right retarded. E.g. I was at a club dancing and grinding with a girl. She gave me this weird look to say as if what are you doing, I made eye contact/laughed and continued on, she came right back over. The idea is to be confident even if you come off as weird, its interesting and you will stand out amongst the masses of boring guys. If it doesn't pay off, move on. Girls love weird though, its interesting.

This could be so many things. Post a picture of yourself. Post audio of an approach.

You could be doing an assortment of ridiculous shit and we'd never know. Or you could be a perfectly normal quirky guy. I'm imagining something is going wrong with your fashion, body language, vocal projection, pacing, something.

A basic thing that isn't likely the root problem but can help: develop a more musical voice. Monotone voices are inherently "creepier" than richer, musical voices.

Who cares what they think. Do you have any mental disabilities or problems? If you're an average dude who keeps himself in shape and doesn't talk with a lisp then you shouldn't care if these women think you're weird. One of the things you wanna make sure that you're doing is being direct though if you want to be successful. If you just wanna talk to random girls without getting to the point and trying to set something up that's great but you won't be very successful in terms of getting a girl.

Are you direct in your interactions? If so then fuck it if these girls aren't interested. If they're giving you strange looks don't even worry about it and just keep on doing your thing. If the girl doesn't seem interested but isn't walking away when she has the option to you can continue talking or just leave. You're not doing anything wrong when you're talking to these girls and you shouldn't care if they accept you are not and whether they give you weird looks. Outcome independence is key.
