Skip dinner. Youre in college now. You don't actually take people out to dinner like they do in tv shows and movies.

Text her to come over around 8 (so that shes already eaten) for some Netflix and to chill. Have some beverages, maybe a snack available. Odds are it wont matter, she knows whats up and will be throwing you on your dorm bed as soon as you shut the door. But at least you have drinks available to get things going if needed.

Wait til around dinner time, text her asking her what trouble she's getting into. If she doesn't give a solid answer, just be like "yo lets get dinner and chill after" something along those lines. Maybe just get food and then go do shots, that why you'll already have been with her a few places and she will feel more invested. Once you get back to your place, I'm pretty sure the same thing will happen but better if you don't fuck up ;D
