That's something that you could write a whole series of books about. There's a massive amount of nuance to it. Just work on your social skills in general and gradually try to introduce elements of flirting as you go. You pretty much have to learn through experience.

Flirting is essentially communicating sexual interest/desire without ever saying it.

It can be done through suggestive language, body movements, use of touch, eye contact, etc.

Personally, I find that it all became easier once I mastered eye contact. As long as I'm focused (i.e., not daydreaming), I try to make/hold eye contact with everyone I can. If I pass them on the street, or they're working at a restaurant I visit, then I try to hold eye contact and be the last to break. Smiling also helps to break the tension, especially if you smile with your eyes.

That's not exactly flirting, but the more you do it, the more confident you'll feel. Very few strangers intimidate me anymore because of that.

With women, eye contact is big because most guys are too self-conscious to look a woman in the eyes and hold her gaze. If you can do this (and make sure your expression is warm), she will be much more receptive to talking with you.
