I've read somewhere this advice: ask her if SHE wants to kiss you. Not in an asking-for-permission way, but more like being curious about her feelings. That way, if she says yes, you kiss. If she says maybe, you say "lets find out" and kiss her. And if she says no, you say "it's okay, I just thought you were giving me some signs; seems I was wrong". If that happens then pretend nothing important happened :)

At least for me, when I can sense that she's already comfortable being physical with me i.e my arms on her shoulder, holding hands, etc. means she's ready to be kissed. All I do is just ask her if I can kiss her and almost always it's a yes.

You should probably build it up to the point where you could have kissed without asking first. I akin asking for it to two players on stage deciding to step off stage and evaluate where it is going. If you thought you had to ask, maybe you should first ask if she'd ever want to go out with you / be a couple / date etc, if you're already in the middle of a date then maybe you should be holding her hand etc.

I've said "yo I got this ill feeling that's telling me to kiss you right now" in the past and the girl said "go for it" and it worked. granted she was obviously already really into me - it was my birthday, she was clasping her hands in mine, putting her arm around my neck, and then I asked to go for a walk away from the bar, which is when I said it. it was probably in the delivery.

Either way is fine; whatever aligns with the way you come off. I've done both depending on the situation, and depending on the girl. If she wants to kiss you, then she wants to kiss you. Focus on making that part happen!

If you just tell her I want to kiss you and put the pressure on her, she might not be able to handle it.
