I would say:

Go to meetup.com event/s
Talk to everyone at the meetup
Grab facebook or phone numbers off anyone you feel warm or laugh with a lot.
Invite those people to another event/s or to a bar or to your house to hangout.
Send them funny pics, chat with them regularly, be honest with them about everything, be there for them whenever they need you, have some drunk nights together, fight together and forgive each other, keep hanging out and repeating step 5 with these people for the rest of your life or until you have a falling out. If you want more friends go through 1 -4 again.

I would suggest to get a wingman instead if your sole motive is to meet women. It should be someone who is moderately successful in this business. Anyone who knows something about pickup will agree that a wingman changes everything. Alone in the field is not easy - can be really frustrating. Friends on the other hand take so much energy and once you are in a relationship you don't have much time for friends anymore. It is hard to find good friends. Should be easier to find a wingman.
