1 in 10 women is a victim. 4 million, presumably almost all men, are perpetrators. There are some 21 million men in the 15-64 age group living in the UK.

That means that according to this police "analysis", that nobody saw, by the way, about 20% of men are perpetrators of violence against women (and children, of course). For comparison, the USA's mass(!) incarceration is just 0.5%.
