Sometimes being soft spoken is the best way to show confidence. You don't feel the need to be boisterous. Quiet people are, quite often, the most confident. And if you are physically a bit feminine, go to an anime club or something. You'll have girls crawling all over you. In my younger days, they called it bishie. I actually had my best luck in dating back when I was much more thin and feminine, with long curly hair. Also, confidence is sexy, but vulnerability builds actual connections.

Oh, and people love to talk about themselves. If you don't want to speak much, then just focus on asking interesting questions. You'll easily captivate someone's attention that way.

You might have to come out of your comfort zone to meet that woman but she’s out there.

As others have said, "women" aren't monolithic. For every woman who likes men who "speak in a masculine way", you'll likely find one who thinks that's grating. Instead of worrying about what a hypothetical partner might be into, focus on being the best you you're capable of being and let the people who like that find their way into your life.

But, also, to reiterate other replies: seriously, the best thing you can do is just find stuff that you enjoy doing that gets you out of the house. Even if you're not particularly extroverted while you're doing stuff, you'll still inevitably get to know people and people will get to know you, and that's gonna lead to you meeting yet more people and being introduced to folks that the folks you meet will think you'd get on with and... yeah, network effects.

Dating is mostly a numbers game, and that's true whether you're a macho "alpha" guy, a submissive femboy, or anything in between. I'd recommend using Meetup.com or similar sites to find activities where you can meet people. Bonus points if they're activities that encourage you to talk somehow. If you're nerdy, get into Dungeons & Dragons or Magic: The Gathering. The former in particular is great at forcing you to participate in the conversation, if only to describe what your character is doing.

Also, I would like to note that the important thing about confidence isn't not being shy. It's not being insecure. Lots of women love shy guys, whereas insecurity, even if someone does find it attractive, can seriously undermine a relationship.

Maybe this will give you a confidence boost: I'm a dominant, (mostly) confident bisexual woman, and I love soft-spoken and/or feminine men. (I'm taken though, so please don't hit on me haha.) And I'm far from the only one of my kind. Again, it's just a numbers game. Go out and meet people. Get out of your comfort zone a bit. Someone will be interested. I promise.

Women like all different kinds of things. My wife loves soft spoken. I don't know why you equate shyness to feminine though lol.

I will say that getting out of your shell a bit helps in a lot of things, not just romantic relationships. I became a teacher in my 30s and I've become a lot more assertive and outgoing since. Kind of hard to be a shy, unassertive teacher the kids will stomp you down fast.

Figure out if your quietness is based on irrational fears and address that.
Find a woman who likes what you are all about. Quiet men get into relationships too.

Then your goal needs to be to become a confident feminine dude. Confidence comes from being comfortable in your own skin. Don’t try and date as someone you’re not, that’s a surefire way to end up in a bad relationship.

It’s never about who you are, it’s about how you wear yourself.

There’s always a reason to convince yourself you will be unattractive to women, but it’s in your head.

I will say, women tend to appreciate a guy who is confident and able to hold a conversation well. To make her feel comfortable, but to also lead and direct.

None of these things are incapable with being soft spoken at all.
