It's common, people have the freedom to make their own choices...I'm glad you're cold approaching, that puts you ahead of 90% of guys right away, to increase your chances of getting a response I suggest trying to maximize the time you interact with her before asking for the number, this will allow you to build comfort and rapport. A lot of guys suggest the "instadate", or using false time constraints, I suggest trying to be charming

Super common, especially when the interaction was very short.

The longer your first interaction, the higher chance that you won't be "aired" after getting her number.

This is why I prefer to try to get an instant date from my cold approaches - and a phone number is a secondary goal once I'm already on that instant date

Spend longer in the approach before going for a number. If it's during the day, see if you can pull an instant date first. If it's at night just stay in the interaction and see how far you can move it. Get the number when you don't see any other path forward.

Softclose a date before you grab a number. Throw out the idea of you and the girl hanging out again, if you do this after attraction has already been established, she'll likely agree enthusiastically. Then you can plan out a date right there - don't need all the details wrapped up but you can get an outline of availability/general location. Then you grab the number to sort out the logistics. She's a lot less likely to flake when you push through the commitment barrier to a date.

It's pretty common, so don't take it personally. To increase response rates, try establishing a stronger connection during the initial conversation. Share a memorable detail or inside joke to reference later. Additionally, avoid generic messages when you first reach out; make it personal to stand out. Good luck!
