A feminine women won't often lead or initiate as often as you would want.

It's your pursuit as a man that enables you to penetrate the world, your mission and ultimately her. In her feminine she will be submissive and receptive to these advances. And that's the way the dance goes.

I'll try to explain how to change it. (Which can take too much time to be worthwhile if you don't set the boundaries from the start).

early in the relationship set standards of high sexual proclivity. Maintain them. "A hug involves a grope" put her hand on your dick. Snuggling leads to a bj. Whip it out. Etc.
reward any sexuality she displays to you. Reward even more if it's above the norm.
be unreactive towards non sexual activities. This doesn't mean grabbing a meal together is bad, it does mean during that meal, or before it, or right afterwards, there's at least petting or at most getting off. Extend this rule to anything required in your deal.
never supply the illusion that this is not a trade. Value for value. I get what I want, you can count on me. Otherwise you're gone.
maintain abundance, or at the very least, dread. This includes being happy to openly reject and walk from any bad deal in her presence. It sets your frame and she'll have a healthy level of dread that if performance reduces, there's another out there who can provide what you want, so you'll leave.
be consistent in your measurements and values. No flip flopping, no, "just this once". If you want it you probably will continue to, make it a standard of the package of "you".

And if you're morally upset, don't worry. This is just human. Women do it constantly and naturally, and you can draw the line wherever you choose. "Just don't complain if it's not effective".

Not really. She'll initiate intimacy when she's around you if she's into you. But she'll look to you to lead when it comes to dates and such. She'll initiate contact in order to get you to do these things and make plans etc.

Basically some will initiate, some won't.

I hate the ones who don't - I find them very hard to deal with. You just can never tell where you stand with them. My experience is that the passive ones are the ones that are not investing and will be moving on to someone else faster. And you won't know, because their actions look the same either way.

I get bored quickly if they're passive all the time, so it's not for me. But it's kinda good practice.

Is she making eye-contact with you when dating? And try to go for radio-silence for few days. If she doens't respond anything. Then you might have lost your chance.

Burden of performance. Girls don't initiate, they are receptive... It's just what most of them do.

Some don't, and chances are the first guy to take the reigns will get their interest anyways.

She probably likes you and thinks youre attractive but she's a fucking bore. I've met a couple of girls like that, my friends have too, and nothing has ever good came from that weak shit from a woman.

You should honestly get her real into you and then teach her a fucking lesson and drop her. Girls like that are so fucking full of themselves or they'd atleast be self concious about their awkwardness. If shes not, fuck that bitch.
