Sounds like the ones objecting are plates/fwb which is understandable - some girls can be attracted to you but not want to do PDA. Don’t worry about the leading thing. If you’re telling her what the plans are and maintaining a masculine frame, you’ll be leading regardless of whether or not you’re actually pulling her hand to come along.

I usually preface a hand hold by saying something jovial with a fun undertone like “oh we need to celebrate insert stupid illogical reason, we’ll have lots of fun tonight”

I tend to prefer to kino other ways out in public (hand on their back to guide them, hand on her waist, sometimes maybe give them my arm to grab ahold of, etc.) If she likes holding hands then I can pick up on that and I enjoy it so I will.
