There are lots of men who take any sign of attention at all as a sign you may be into them. That being said, I didn’t overtly flirt with men I had no interest in. Because it just creates an awkward situation. But I also didn’t walk on eggshells around men either for fear they may misinterpret it.

There are plenty of people in this world--men and women--who just enjoy flirting. It's not a means to an end; it's an end itself. This isn't about attention, it's about an activity.

And as others have pointed out, plenty of people say it's "flirting" when someone acts even vaguely friendly.
