Like withholding for how long? If it was long term then chances are he's having an affair. Short term could just be stress

Well that depends upon so many factors... I mean if she's 22 and he's been her boyfriend for three mediocre months, then kick him to the curb... if she's 40 and they've got three kids a marriage and a mortgage, counselling and patience.

Hard to say.

If he has a heavy, stressful job, I would tell her to try to lighten his load.

Stress is a major killer of male sex drive.

If he has a normal job, with normal hours, I would tell her to go for counseling and then make a decision on her own.

Why is he withholding sex (I'm asking you, OP, because this is an unusual situation)?
Depending on the answer to number 1 I'd probably recommend waiting him out. Very, very few men are going to win at the 'withholding sex' game, esp. if their opponent is attractive. This is assuming he's holding out for honourable reasons and not, for example, because he needs all women he sleeps with to be 100% under his psychological control - in that case dude needs to disappear.

Withholding implies its deliberate (rather than he just lost interests or some such thing). I'd advice her to break up and leave his sorry ass yesterday. People (men and women) who play these kind of games aren't fit to be in relationships.

Stress and depression are the usual reasons men don't feel like it. If he's great in all other ways, I'd say the best thing is to get to the bottom of it. I wouldn't throw away a great guy just for this reason alone.

All the assertions that a man must be GAY if he doesn't want sex with a woman is why men do not admit to not wanting sex. Which greatly skews the figures and stops men from seeking help at the doctors.
