He doesn't drive. Should I be concerned?

You describe living in a Midwestern suburb. I live in a similar (Southern) area and I'd base your response on whether or not it's possible to be independent without a car, where you are. It isn't here. Only you know the answer. If it's no, then yes, I'd be bothered that a 21-year-old hadn't claimed that level of independence.

Honestly as someone who also doesn’t have a license at that age, yes it’s a red flag. He might not feel the need to be independent of others to meet his needs and that doesn’t exactly scream masculinity to me. I don’t have any excuse besides being terrified after being in an accident a couple years back but if I’m being honest I might be using that as an excuse. As for him, I hope it doesn’t turn out to be anything serious but it’s something you should keep in mind for when you see other red flags regarding similar habits and actions.

You don't need a car to be independent, nor is it a bad thing to be able to rely on others from time to time. People have their own reasons for why they might not have gotten their drivers license right away. He is working towards his and he's most likely going to get it next month. Obviously if it's such a big issue for you, move on. Just know that it's a YOU issue, there's nothing inherently wrong with a man who doesn't drive.

Having dated multiple men without their own car and license, it became a deal breaker for me for a guy not to have a license at minimum but preferably his own car. I got my license at sixteen and have always had my own car. My fiance drives a clunker compared to my car but he has one. It meshes poorly with tendencies towards hypergamy to date a guy who can not at least match my level of life skills. I have also met multiple people who end up postponing a drivers test or failing it multiple times. If you really like him then I would stick around long enough to see if he takes and passes the test, but I would definitely consider failure to follow through on it as grounds to be disqualified from the vetting process. It gets old pretty fast dating someone without their own transportation. I have also found the kind of men who are content to not have a car or license also tend to have lower levels of ambition, which is not attractive to me. I would say if he follows through with getting his license next month, don't overthink it too much that he got it at 21 instead of 16. If he has some collection of excuses after next month for not doing it aside from some major life crises that are beyond his control, I would not be keeping him in serious running as a potential captain. Some women might be more okay with a guy who does not drive but I have learned through experience that I am not okay with it.
