I can’t imagine wanting to say happy birthday to someone who has ignored me for a month. I’d instead reach out to a friend who was actually happy to hear from me.

Don't text him. Your unresolved feelings will make literally any response he gives you into a big deal.

Take this time to focus on YOURSELF. Think hobbies, manicures, pedicures, etc. Date others until someone tries to lock you down. Why spend so much of your time on a guy who is obviously not ready?

I would say no because you aren’t making it about his birthday greeting, but rather thinking about it in the context of relationship potential, which he has already said that he is not wanting to pursue. Sorry, but I don’t think it will be beneficial to you.

He’s not gonna think of it as you being friendly, he‘ll feel like you are a sad easy girl who thinks of him a lot. You’ll turn him off and boost his ego which he doesn’t deserve at all

Don’t text him personally, just write happy birthday on Facebook like everyone else. That way you’re treating him like an old family friend, no hard feelings and all, but it’s removed and not a personal text.
