Does his behavior show he wants to be exclusive? Maybe he doesn’t want to be exclusive since you let him know you don’t want to. If this guy still wanted to be exclusive his actions would show it, but I’m sure he doesn’t want to pressure you.

If he wants you to be exclusive wouldn’t there be signs like planning things together, meeting family and friends? Perhaps he’s happy with what you two have now and doesn’t want to change it

I'd say bring it up, ask for what you want and see how he reacts and what he thinks. I was in a very similar position not long ago and he said since I said I didn't want it, he didn't want to pressure me. However if during the conversation you get any hint of him not being able to meet you in a relationship you at least ditched a bullet and know to waste no more time on him

I would suggest bringing up how he has mentioned it in the past and the hits he had been dropping, and state that you are now ready. This way you're not asking him if he wants to be exclusive, you're tentatively "accepting" his offer.

I think the idea here is to pull away a little bit and be a little less available. Take longer to get back to his texts, be busy with other people but be vague with whom, dress up and go out... Make him think there could possibly be someone else and that he might want to lock you down if that's what he wants. You could even buy yourself a new dress appropriate for a nice dinner date but not too fancy, and then leave it lying out in your living room with the tag still on when he comes over to pick you up for a date. but here's the key, never wear the dress to any date with him. Just make him wonder. If he ask about the dress you could tell him it's at the cleaners.
