In my country the choice of whether or not to press charges isn't up to the victim. Its the police's decision. It has its advantages and disadvantages, but at least in this case the police officer would have been able to protect him whether he wanted help or not.

You can overturn it by simply not participating. Let it crash on itself. I believe the powers that be are engineering it .
