I mean he asked you out to a restaurant, I’d say that’s a pretty good step! Was it implied to be a date or a friend hang out? You say after lockdown, what does that mean for where you are - like is there an actual end date or is that potentially months in the future? I’m assuming you were receptive since you like him, which is a good sign to him as well.

It sounds like you have a good handle on your feminine energy and living in the moment, so what I would recommend is just... be interested, be curious. Ask him questions and follow up questions. Pay attention to the details and if you can throw in callbacks to previous convos or inside jokes, all the better!

Basically just show your interest in subtle ways by being interested in what he says, and that should be enough to show him you’re interested for real. Sounds like he should be smart enough to pick up what you’re putting down.

Sounds like he's just waiting for lockdown to end. Bending lockdown rules to hit on a girl seems tacky. He's probably trying to look classy. Seems like you guys are just victims of global circumstance

My advice is to, if you feel things are slow, remind him of the crush you had on him. Then say that you think it would’ve at least been fun. And play it from that point.

Just talk about relationships, you can say more or less directly a guy like him is your type. After that if he doesn't jump, physical contact.

Doesn't hurt to be a bit direct, not saying you should say you wanna jump his bones but asking him if he'd consider the next time you hang out a date could work. Maybe even preface it with how much you treasure your guy's friendship and how you don't want to ruin anything but felt it was worth giving it a shot.

If he's a really good guy and also a really good friend he may want to not ruin the friendship or make you feel uncomfortable. Sometimes when the friendship is really deep the idea of changing that relationship in any manor scares us guys, even if he knows you've had a crush on him previously. He could in his head be protecting you by not pursuing you and thusly remaining a close friend you can rely on.

Now if you guys actually get together in person (which I know isn't available for everyone during covid times) there are some things that should drive the point home that you want him to make a move. Making physical contact; hugs, cuddling up to him, sitting in his lap. I've had a girl annoy me into making the move, (she basically was bugging me and said I could always kiss her to make her stop) it's an usual tactic but it worked for her.

Obviously I only know what is written here and not the full dynamic of your guy's relationship, but for whatever it's worth that's my 2 cents. One last thing I'll mention is from the guys point of view, trying to get us to chase can look a lot like trying to keep us at a certain distance.
