I would say relationship, neither, or both. Depending on exactly what you are asking. To me, it's a pyramid of needs/feels.

They first go for the feels on if you are good for them in a situation. If you are, then there's sex.

Sex is used for a filter for relationships. If their feels continue to grow, their goal is a relationship over sex. Sex is the tool to a relationship for them.

Their primary focus is provider and status. If being with you raises their perception of their own value relative to others in their circle this is key. If they believe you can provide for them, this is also big.

So in summary, they are looking for a provider and to raise their own status. Sex and relationships are tools for these goals.
