Non-medical circumcision refers to a procedure in which the foreskin of a boy is removed without medical justification. In this case, instead of promoting the child's health, it is a matter of the religious and cultural traditions of the child's parents.

Even if such a legislation come to pass, the non-medical limitation can seemingly be circumvented by simply justifying circumcision with 'hygiene reasons', which are arguably aligned with "promoting the child's health".
