I think a big difference is that men harassed by women have less recourse than the other way around

If a man sexually harasses a woman--assuming no one jumps in to help her--if she maces the man or punches him in the face or kicks him in the dick, people will cheer her on. And ultimately, she'll most likely get sympathy for her plight

If a woman sexually harasses a man--unless he's with a GF who would maybe beat up the woman--if he maces the woman or punches her in the face or knees her in the cunt, either a)white knights will attack him or b) the authorities will arrest him for violence against a woman. And ultimately, people will say that he's an asshole for hitting a woman and that he's a fag for objecting to her advances in the first place

So there's no safe way out for a man. He either allows the abuse, or he looks bad. Women aren't usually shamed for defending themselves against creepy men
