To be honest, I don't think she should be punished at all. 16 is a very reasonable age to have sex with adults. The teacher should definitely be fired though - you can't fuck your students. That is wrong on so many levels.

Yeah, this is blatantly insane for even more reasons than the obvious ones. 16 is legal in Pennsylvania - as in most states - and imo should be the legal age everywhere. Is it smart or beneficial to pursue a relationship with that kind of age gap or between a teacher and a student? Almost never. But it shouldn't be criminal, and in this case it literally isn't.
