I'm not 100% but I believe that that is called statutory rape if the "victim" is willing, but underage. The idea seems to be that a person under the age of 18 is too easily manipulated by someone 4 or more years older than them, and so it is a punishable offense. I have seen cases where women have received normal sentences for statutory rape, but I have also seen them get off with little to no consequence.

No, it shouldn't. Some legal systems call it rape, some not. In a non-legal sense it's child molestation, sex with minors, whatever. Not rape if not against will (note I didn't write consensual).
