It is what it is. You are VERY lucky your ex gives you updates as the situation progresses. Most exes seem to be in the mode of silence and then kid pops out 'whenever' no explanation given.

This is a go along to get along thing. And as I say here... this is a good interaction that is only mildly annoying exes can be much worse

Courts don't want to deal with things that you haven't first tried to solve yourselves. This will need to be a several step process:

BIFF (Brief Informative Friendly Firm) email to her recounting the occasions where you were forced to wait excessively and expressing your desire that he be ready to go at the stated exchange time.
Assuming the above is ineffective, another BIFF email requesting moving the exchanges to a neutral location per the other commenter below seems like a good idea.
Assuming that is also ineffective, another BIFF email informing your ex that as the persistent exchange delays are cutting into your time with the child, going forward you will be returning the child to her an equal amount of time later than expected.
Assuming that is also ineffective, THEN you could probably go to court and get something done about it. As others have stated, the ideal situation is exchanges where you're just picking the kid up from school on days that she has dropped him off.

I moved mine to swap during school days. You're never going to have to wait because its just the natural part of the day when they are going to/coming from school.

Days my time start, they are dropped at school after the overnight with her, and I pick up after. Days their time starts I drop at school after overnight with me and they pick up. Im on a 2-2-5-5 schedule.

We have, roughly 100 swaps during the year. This will cut down about EIGHTY exchanges (40 each) during the school year. You'll still deal with breaks/holidays/summer but its going to reduce you having to wait or see her 75% of the time.

I simply demanded over email that exchanges be moved to the grocery store parking lot and my ex complied.

Then start documenting when she’s late with proof. My ex isn’t late so that’s not a problem. Her weirdo boyfriend would show up and glare at me but I would just smile at my kid. Now the boyfriend is out of the picture.
