Very true! It's literally called "intermittent reinforcement," and yes that is exactly why gambling is so addictive!
Out of all the other types of reinforcement schedules (fixed, continuous, etc) , intermittent reinforcement is the most addictive, and best way to maintain/keep a behavior active which has already been learned.
Its also why men send dick pics to hundreds of women despite most of their responses being undesirable. That ONE response they get that shows some interest is reinforcing enough (and random) that it can maintain that behavior. It's easily attributed to many other undesirable male behaviors if you think about it...

Now I understand why abusers would get me hooked and then start playing hot/cold games to make me crazy.
I used to think they didn't understand what they were doing. Nope, they knew exactly what they were doing and that's why they did it.

It’s also a powerful training technique for animals (particularly clicker training with dogs). After first consistently rewarding for a marked behavior (which abusers will also do—they establish the desired behavior and are consistent in rewarding to reinforce it), you begin to continue marking the behavior but reward at random until the reward (and often the marking) are completely phased out.
But dog (and other animal) trainers don’t sometimes reward and sometimes punish. Abusers will often oscillate, even if the “punishment” is simply indifference.
Obviously with gambling it’s far easier to see the blatant reward vs punishment response and what an absolutely heady mixture it can be!

Yall should check out Don't Shoot the Dog it's a quick read and super interesting if you want to learn more about modern behavioralism. It will give you good insight into how men manipulate women's behavior... and how you can change how people act to/around you based on how you respond.
