There is some truth to this. The definition of sexual harassment is unwanted sexual advances. I'm not aware of any other situation in which the state of mind of the victim rather than the perpetrator determines the legal consequences of the action.

On the flip side, I am so very tired of being hit on in inappropriate settings. To be clear, I woudn't consider "Lookin' good," being hit on unless it was accompanied by inappropriate gestures, invading my space, or followed by something more explicit.
