IANAL, I only work with them. Also, I live in WA, so ymmv.
In many states the income of the other parent's spouse/significant other rarely means dick to the courts in terms of the child support obligation. The only time that matters is when it comes to asking for legal fees.
Your friend needs a lawyer. He adopted a child, so his support obligation will change because of that. A lawyer can figure out how to draft the worksheets.
I know most of you are pretty down on the court system, but I deal with the courts every day for a living, and trust me when I tell you they don't want to create a hardship in anyone's home. They far prefer to hand out the pain equally. The problems usually stem from not having someone knowledgeable arguing your position, and the fact that the person who makes the majority of the money tends to have a harder job. People who work hard are always tired. Tired people get tired of fighting and will accept shitty deals in order to get it over with.

I'm a paralegal for an attorney who specializes in Family Law. Sure,it may be anecdotal, but it comes from expert experience.
And most courts can help you fill out forms and explain the process, but they do not have attorneys who will help you unless you are in a criminal trial. They will not tell you how to argue your case, because they do not want the liability when you don't get everything you argue for.
