Preaching to the choir here so to speak. Most of us are fully aware that women are just as likely to abuse as men are. It's the rest of the world that needs to be brought up to speed :P

Well, the case could be made that if nearly no women were being arrested, and more stringent policies caused 40 more women to be arrested, you'd see skyrocketing numbers like that.

We'd have to see the actual arrest numbers to really know for sure. It'd be interesting to see after that change if the arrests were near parity.

The VAWA 1994 pushed out a mandatory arrest policy. The language of the 1994 VAWA shows that most of its statutes affirm that compulsory detention should be imposed only when the officer has probable cause. [Source]

Again, if we begin with the premise that much of the intended policy and enhancement in criminal justice system response to domestic violence has been designed with the chief goal of protecting women, then a “system backlash” effect may be taking place. Over the study period arrests for domestic violence of male suspects increased a total of 37% but female arrests increased 446%. Along with gender disparity is a strong racial disparity.

Clearly it's comparing the rates of arrest for domestic violence in 1987 to 2000.

This could be contributing information, but isn't evidence in and of itself, as it can be accounted for by beginning with a very small population. What it means is that the policy is causing police to arrest people they would not have previously arrested during domestic violence calls. Raw numbers would provide a better measure of how many women are getting arrested, vs the number of men.

It would be interesting to see if there is a similar increase in DV conviction rates for women, and how sentencing is handled when there is a conviction following the arrest of a woman for a domestic assault.
