It’s a tactic used to make a person unsure of their own sanity. Basically denying what actually happened so strongly that it makes someone doubt what actually happened.

For example: a partner gets mad that you forgot an important event - let’s say a promotion at work. They say that they told their partner many times that they got the promotion, and they had a special lunch planned to celebrate it. The partner is in trouble because they “forgot” about the celebration and they didn’t take the day off work to make it to lunch. The problem is that they never actually mentioned that they got the promotion or that they wanted to go to lunch. It can be pretty easy to make someone doubt their memory of events to make them believe that they maybe just forgot about the plans for lunch.

Over enough time and enough times doubting one’s own memory of events, it could possibly get someone to believe that they might have actually been the abusive party in the relationship. “You said I hit you, maybe I did even though I don’t think it happened. I HAVE been having trouble with my memory lately”.

I think a part of this has to do with the fact that normal people tend to give others the benefit of the doubt, especially when it comes to trivial things. “Why would they LIE about something so small as a lunch on a work day?”

It’s just another manipulation tactic used by people who don’t have issues with breaking social contracts. It’s also very similar to tactics used by police when confessions have been proven to be wrong or coerced.
