1)The Articles of Confederation were superseded by the US Constitution in 1788. You are 227 years behind the times.

2) The term "free inhabitant" in article 4 is used only to distinguish people who are a) not slaves, fugitives, or imprisoned, and b) not vagabonds or paupers. In other words normal, "ordinary" people. Not some class of super-citizen.

3) The constitution and relevant laws apply to everyone regardless of citizenship (unless otherwise stated in law). You could be a free citizen of Mars for allI care. While you are here, you will obey US laws.

4) Article 4 was intended only to make insure that a citizen of, say, Ohio would be free to travel and do business in any other state. It essentially means that states cannot bar the free movement of people or keep people outjust because they want to. It doesn't mean that you can't be stopped or arrested.
