I agree with you not letting him do your homework. That would be taking advantage of him and would not do you any good. But it is really nice he offered to help. And there is no reason you couldn't discuss your ideas with him, ask how he would go about it, let him comment on your first draft, things like that.

Could you maybe do the project yourself and have him look it over/edit/proofread it when you are done?

You would still have done it all yourself BUT he would still feel useful and feel like he is taking care of you.

Personally I don't think the rules are black and white. Accept help doesn't mean accept all help or none. It totally depends on the details. Is he offering old notes, pick up supplies, proofread, etc. I get the impression that you are overthinking this situation and come off as somewhat immature. Even if you refuse his help politely once, do you really think that is going to change the entire dynamic of your relationship. If you get so vexed over something like this and he notices, do you think he would feel comfortable leaning on you for more serious matters?

Let him help and proof read etc but you should do the task yourself otherwise it’s plagiarism!

I graduated from university myself not long ago, and here's what I found helpful.

I would agree to a study date where he helps you learn the material or go through examples from lectures / practice exercises. This is more engaging and you won't feel pressured to work on the assignment to "get it done" asap. I've had guys offer to do my homework, and usually I counter with "could you help me understand (insert topic) by reviewing (material) with me over coffee?".

Don't actually do the project with him, and not just because it is considered academic dishonesty to get someone to complete the work you are submitting. Projects and assignments usually help YOU learn and help YOU retain the information when you work through them by yourself. Getting someone to do it for you is actually depriving you of the opportunity to grasp a topic you don't understand.

Proofreading is fine (unless it's a second-language class where it's forbidden to get native speakers to read your work), but you should do the hard problem-solving on your own.

Men understand how it feels to need to stand on your own two feet and do something alone to prove you can do it. If you tactfully explain that that's how you feel, he should get it.

Be grateful for his help.
Use that moment together to flirt, end even more.
Praise him when he give great ideas.
Do your homework yourself later and use some of his ideas.

Why would he do your homework for you? Maybe he just wants to help with homework? Helping with homework is good.
