I think he's referring to actual empowerment of women in the third world and not the bullshit feminism we see in the west.
Enticing the stay-at-home gender to enter the workforce is a great way to increase the economic power of a nation.
That being said; seeing the US Labor statistics from the 1960's to the early 2000's where women entered the workforce without increasing the national GDP has me questioning Hitchen's notion entirely. As it turns out, women are not productive members of the workforce.
Perhaps he's referring to civility?

This is true. And Hitchens was a bad role model (for TRP and in general IMO). If we evaluate him in the 5 stages of unplugging he was definitely in the anger phase. Contrast Hitchens with Dawkins (compare their manner of argumentation) you'll see what I mean.
